Bellaire City Council will meet at 7 p.m. Oct. 20 in Council Chambers, 7008 South Rice Ave. Included on the agenda is a report by City Attorney Alan Petrov regarding a recent ruling by the Attorney General regarding the Open Meeting Act and agenda postings.
Currently, many councils include on their agendas a generic item called “city manager report,” “council member report,” etc., without detailing the subjects to be discussed in the report.
The new ruling indicates that such reports on the agenda must be more detailed, to comply with the Open Meetings Act. The ruling is meant, in part, to ensure the public knows what is going to be discussed at each meeting.
Also on the agenda is a financial report presented by Chief Financial Officer Donna Todd, which will include discussion of revenues and expenditures in the General Fund, Enterprise Fund, Debt Service Fund, Vehicle, Equipment and Technology Fund and Capital Improvement Program Fund. Current area housing statistics will also be discussed.
Council will also consider a request for the Bellaire City Library for a Loan Star Libraries grant from the Texas State Library and Archives Commission in the amount of $8,689. The grant would be used to maintain, improve, expand and/or enhance the current library resources.
The agenda also includes a discussion concerning the hiring of an architectural consultant to determine the feasibility of locating a future Municipal Court facility east of and adjacent to the existing Police and Municipal Court Building.
