Mayor Cindy Siegel recently proclaimed Samuel Collins as an outstanding citizen in Bellaire for his work to improve literacy through his organization, R.E.A.D for Houston.
Siegel proclaimed Collins as an outstanding citizen during the city council’s Dec. 20 meeting. Collins created the organization, R.E.A.D.
