
A panhandler soliciting on Edloe Street near West University Elementary on the final day of the school year Friday morning (May 31) was arrested by West University police when they determined he had an outstanding warrant from the Texas Department of Corrections for a parole violation.
An officer responded to reports that a man was asking passersby for money and to use their cellphones, and questioned Joshua Carmen, 37. Backup was sought when the officer learned about the warrant, and Carmen was taken into custody in front of the Scout House on Edloe.
Records show Carmen was convicted of retaliation/obstruction in 2017, originally received deferred adjudication, but had that revoked and was sent to state prison in Huntsville last year. He was paroled to Harris County last December but arrested by Houston police this February in a sweep of parole violators. The nature of his initial offense nor his parole violations was not immediately known.
