Urban beekeepers, Leaf blower noise, and Poor Farm Ditch on West U Council agenda

Tonight the West University Place City Council will meet at 5:30 p.m. in the Municipal Building located at 3800 University Blvd. They have a full agenda. Here are some of the more noteworthy agenda items.

Urban beekeepers

The City recently received a complaint from a resident about a neighbor’s beehive that is close to their shared property line. The resident believes urban beehives are a public nuisance and should be prohibited anywhere in West University Place. Currently, the West University Place Code permits beekeepers. 

The complaining neighbor has presented the city with a proposed ordinance for consideration that would effectively prohibit beekeepers and beehives in West University Place. The city attorney has drafted an ordinance crafted after a review of the experiences of other municipalities in dealing with the urban beekeeper issue. The ordinance drafted by the city attorney would allow urban beehives, but with a host of screening and setback requirement. 

Both ordinances would restrict the maintenance of wild bees as well as those managed by an urban beekeeper.

Leaf blower noise

A priority for the City Council is to consider simple ways to increase the quiet enjoyment of resident’s property by restricting the noise from lawn care and landscaping equipment by third-party providers, but still providing adequate time for residents to maintain their property. 

So the City Council is considering having a different set of rules for people you hire to mow your yard. 

The current ordinance allows lawn care and landscaping equipment to be used by everyone seven-days-a-week for up to a total of 85 hours. Under the proposed ordinance, the days and hours will be limited to six-days-a-week and up to a total of 49 hours for third-party vendors. The proposed changes to the ordinance will not apply to property owners who maintain their own yards. 

Poor Farm Ditch 

City Manager David Beach will brief the City Council on the progress of discussions with the City of Southside Place and the Harris County Flood Control District about improvements to Poor Farm Ditch between University Blvd. and Bellaire Blvd.
